Local Government Accounting

Target group:

Government accounting officers involved in revenue collection and fund disbursement.

Book-keeping and the principles of accounting:

  • recording of transactions in subsidiary books and ledgers;

  • preparation of a trial balance;
  • preparation of the annual financial statements.

Accounting procedures and financial instructions:

  • financial responsibility of council officers;
  • supervision and control of the financial operations of councils;
  • preparation and format of estimates;
  • accounting for revenue and expenditure;
  • preparation of financial accounts from the trial balance and ledger;

Financial Management for Middle-level Accountants and Auditors

Budgeting and budgetary control:

  • the budgeting environment;
  • elements of a corporate plan;
  • the budgeting process and functional budgets;
  • budget administration machinery;
  • budgetary control and variance analysis.

Financial accounting:

  • an introduction to financial accounting;
  • accounting for cash and credit transactions;
  • the corrections of errors and the detection of fraud;
  • the preparation of financial statements;
  • analysis and interpretation of financial statements.

Internal audit:

  • purpose and scope of internal auditing;
  • audit process;
  • internal controls and type of audit;
  • financial, compliance and operational audit;
  • audit programmes and working papers;
  • the audit report.

Taxation:

  • Gambian tax laws;
  • taxation of the individual (PAYE system);
  • taxation of organisations and companies;
  • other taxes-custom excise;
  • practical exercises.

Project:

Students will be also required to complete a project. At the end of the first two week module, a field trip will be organised where the various project groups will collect data for their project reports.
